Germany’s Most Innovative States
Analysing companies with patents by state
Germany is well known for its engineering and manufacturing prowess, from one of the largest automotive industries in the world to a burgeoning electronic hardware sector.
It’s also consistently named one of the most innovative countries in the world. And despite recently dropping out of the top 10 of the World Intellectual Property Organization’s (WIPO) annual ranking in 2025 for the first time, Germany (now ranked 11th) remains a key global innovator and exporter.
For this article, we’ve analysed every patent awarded to a German company. From here, we’ve mapped each company and patent to a state in order to produce a comprehensive exploration of German intellectual property (IP).
Intellectual property trends in Germany
Of Germany’s 16 federal states, North Rhine-Westphalia, Bavaria, and Baden-Wurttemberg are by far the most populous states in terms of companies with recognised patents.
To put this in context, those three states comprise 61% of the total companies in Germany with patents. This is perhaps not surprising, given that they are also the three largest states in terms of population.
Nationally, our analysis reveals that the three industries with the highest volume of companies awarded patents are Manufacturing (14.5%), Property and land assets management (3.5%), and Tradespeople and trade services (3.5%).
To counter the population bias of the larger states, we also calculated the number of patented companies per capita, revealing how many IP-rich businesses there are per million people. And it’s here that we see the city states of Hamburg and Bremen demonstrate some impressive innovation figures, with 534 and 416 companies with patents respectively.
Bremen in particular is home to major employers Mercedes-Benz and Airbus, and is known for its high tech industries including the automotive, aerospace, and wind energy sectors. Meanwhile, Hamburg has a major logistics cluster and one of the largest ports in Europe.
Next we’ll explore in greater detail the top five states ranked by the total number of companies with patents.
